Commissioner Fabiola spearheaded lowering the millage tax rate for three years in a row (currently at its lowest rate ever), helping our residents keep more of their hard-earned money while maintaining the highest level of service and security.
When capacity is limited, ensuring residents have first access to register for after-school programs is crucial for Commissioner Fabiola. This approach promotes fairness by guaranteeing that SIB children have the opportunity to benefit from programs funded by their parents' tax dollars.
During Commissioner Fabiola's term, senior programs and events expanded. Now she is proposing new activities and making them free for residents.
SIB teens finally have their own "Spot" to hang out. Commissioner Fabiola supported securing this area, ensuring a safe environment where teens can socialize and participate in positive activities.
Commissioner Fabiola spearheaded extending the operating hours of one of SIB's main attractions, the Newport Fishing Pier, and she successfully advocated for making the fishing fees free for residents.
The county's Better Bus Network implementation negatively impacted the SIB community. Commissioner Fabiola has persistently pushed for the reinstatement of eliminated routes and is now advocating for extended city shuttle hours, additional routes, and a free ride-share program to address the issue.
Commissioner Fabiola advocated for the inclusion of our police department in the successful Miami-Dade County State Attorney's Office Human Trafficking Task Force, a crucial step in enhancing safety for both residents and visitors.
In what has been a challenging process, the city building department permitting system is now fully digital. While this is a significant step forward, there are still many improvements needed to make it user-friendly. Commissioner Fabiola is actively pushing for these enhancements and advocating for greater transparency, ensuring residents have better access to records.
By advocating for comprehensive community education on pedestrian safety, Commissioner Fabiola aims to foster a culture where both pedestrians and drivers are well-informed and responsible. The new motorized scooter registry program and the Increase of crossing guard services is a crucial part of her strategy of providing extra protection for children and ensuring they have a safe route to school and other destinations.
Commissioner Fabiola believes in empowering residents to actively engage in local decision-making. She sponsored the creation of the Youth Advisory Committee, providing the next generation of leaders with a platform to voice their ideas and concerns. Additionally, she has supported the MAPSAC and ESAC committees, further expanding opportunities for residents to participate in government and contribute to shaping our City.

Fabiola’s years of service have been defined by dedication and results. She knows the issues that matter most to Sunny Isles Beach and has proven experience navigating complex challenges. Her leadership has already brought us tangible results and earned her the prestigious 2023 Home Rule Hero Award from the Florida League of Cities.
These are some of the advocacy resolutions and proclamations proposed and/or supported by Commissioner Fabiola:
Commissioner Fabiola has been a dedicated advocate for Sunny Isles Beach tirelessly working with county, state, and federal officials to address our community's needs. Understanding that real progress requires collaboration, she has partnered with various agencies to support residents, businesses, and condominium associations. For example, her efforts to streamline the Pier Permit Process have allowed Poinciana Island residents to apply directly to DERM and USACE for dock permits.
Committed to the highest standards of ethics and transparency, Commissioner Fabiola continues to challenge and expose the misuse of public resources in both government and nonprofits.
Focused on increasing accountability, she is working to implement a city open-book policy that will provide residents with greater access to city finances, budget processes, code enforcement, and building applications—ensuring a more transparent and inclusive government for all.
The costs of maintaining building structural safety, meeting insurance requirements, managing reserves, and covering recertification inspections can be quite burdensome. To address this challenge, Commissioner Fabiola propose launching a City-Sponsored Loan Assistance Program to provide financial relief for residents facing condo special assessments. This program will offer a local alternative to the existing county program. Additionally, she is also proposing for the SIB Building Department to waive recertification permit fees.
To ensure that all parts of the beach are adequately monitored, especially given the limited visibility from the existing towers, building an additional lifeguard tower around Collins Avenue and 160th Street is critical. Additionally, extending beach patrol hours could ensure constant vigilance throughout the day and night, implementing drones to patrol the ocean could provide real-time surveillance, and adding emergency line assistance devices at the towers and parks could offer immediate help in critical situations.
Considering the challenges and impunity often faced by residents in many condo associations, Commissioner Fabiola advocates to bring the DBPR Ombudsman Program back to Sunny Isles Beach, or to implement a similar initiative. This program would provide crucial guidance and support to our residents, helping them navigate the complexities of living under the quasi-government regime of a condo association. By offering direct assistance and advocacy, we can empower residents, ensure fair treatment, and address the concerns and frustrations that have long gone unheeded.
In Sunny Isles Beach, expanding after-school programs and activities is essential. The recent purchase of the building next to Pelican Park presents a unique opportunity to build a community pool, additional sports courts, a gym, and more. By offering these programs for free or at a discounted rate to residents, we can maximize the benefits of these new facilities and ensure all children have access to valuable recreational and educational opportunities.
In the spirit of enhancing street safety, Commissioner Fabiola has strongly advocated for widening our sidewalks citywide wherever possible. Additionally, she has requested to reexplore the possibility of creating a beach walk to encourage people to move off Collins Avenue and onto a safer, more secure path.
Building the Under Causeway Track Sports Park and the Intracoastal Sports Complex is crucial for providing teens and young adults with safe, dedicated spaces to practice sports, engage in conditioning, and socialize. These facilities should include calisthenics outdoor equipment, ninja courses, beach volleyball, basketball, and tennis courts, offering a variety of options for physical fitness and skill development.
One underserved community in Sunny Isles Beach is young adults. We should actively seek their input to understand which programs or activities they would like to participate in and work to facilitate those opportunities. While the commission has done an excellent job providing for children, teens, and seniors in recent years, it's now time to focus on creating resources and programs that cater to the needs and interests of our young adult residents.
Commissioner Fabiola has requested considering partnering with various agencies to install additional Electric Vehicle Charging Stations throughout the city and to explore waiving parking fees while vehicles are charging.
Despite being a young city, Sunny Isles Beach faces significant challenges due to its proximity to seawater, which greatly impacts public infrastructure. Commissioner Fabiola strongly advocates for a comprehensive citywide master project to replace or renovate public restrooms and facilities. This initiative is essential to ensure that our infrastructure remains resilient, functional, and capable of meeting the needs of our growing community.
